New Delhi, 16 DEC 2023– Shri Piyush Goyal, Union Minister of Commerce & Industry, Consumer Affairs, Food & Public Distribution, and Textiles, released the much-anticipated “Logistics Ease Across Different State (LEADS) 2023” report today in the capital. The event was graced by the presence of Smt. Sumita Dawra, Special Secretary (Logistics), DPIIT, Mr. Sajiv Puri, President-Designate of Confederation of Indian Industry (CII) & MD ITC, and Mr. Mihir Shah, Partner, Ernst & Young.
Highlighting the significance of the logistics sector, Shri Piyush Goyal stated, “Logistics sector is vast in its scope and impact. There is not a single person in the country who is not directly impacted by the logistics sector.” He emphasized the LEADS report’s role in encouraging States/UTs and other stakeholders to enhance their processes for a better future.
The minister expressed optimism about the logistics sector playing a pivotal role in India’s ambitious goal of achieving a 10x growth, from USD 3.5 trillion to USD 35 trillion by 2047. He commended LEADS for providing valuable insights and serving as a guide for revolutionary reforms in the logistics sector.
Sh. Rajesh Kumar Singh, Secretary, DPIIT, highlighted the crucial role of digitization in reducing logistics costs and emphasized the significant interventions and reforms in critical areas of logistics over the last nine years.
The LEADS 2023 report, based on a pan-India primary survey conducted between May and July 2023, covers over 7,300 responses across 36 States/UTs. The report provides insights into the improvement of logistics performance at the State/UT level, focusing on key pillars such as Logistics Infrastructure, Logistics Services, and Operating and Regulatory Environment.
The LEADS 2023 report unveils notable achievements, progress, and aspirations across different groups of states and Union Territories, reflecting their performance in key aspects of logistics.
Coastal Group: In the Coastal Group, Andhra Pradesh, Gujarat, Karnataka, and Tamil Nadu stand out as Achievers, demonstrating commendable logistics performance. Kerala and Maharashtra emerge as Fast Movers, showcasing rapid advancements in their logistics sectors. Goa, Odisha, and West Bengal are Aspirers, indicating their determination to elevate their logistics capabilities.
Landlocked Group: The Landlocked Group exhibits commendable logistics achievements by Haryana, Punjab, Telangana, and Uttar Pradesh. Madhya Pradesh, Rajasthan, and Uttarakhand are recognized as Fast Movers, showcasing swift progress in their logistics infrastructure. Bihar, Chhattisgarh, Himachal Pradesh, and Jharkhand are Aspirers, demonstrating their aspirations to enhance logistics efficiency.
North-East Group: In the North-East Group, Achievers include Assam, Sikkim, and Tripura, reflecting their notable logistics accomplishments. Arunachal Pradesh and Nagaland emerge as Fast Movers, indicating rapid advancements in logistics. Manipur, Meghalaya, and Mizoram are Aspirers, expressing their ambition to improve logistics capabilities.
Union Territories: Among Union Territories, Achievers include Chandigarh and Delhi, showcasing commendable logistics performance. Andaman & Nicobar, Lakshadweep, and Puducherry are Fast Movers, indicating significant progress in their logistics sectors. Daman & Diu/ Dadra & Nagar Haveli, Jammu & Kashmir, and Ladakh are Aspirers, demonstrating their determination to enhance logistics efficiency.
These performance highlights from LEADS 2023 provide a comprehensive overview of the logistics landscape, acknowledging achievements, recognizing progress, and outlining aspirations across different regions of the country.
Ms. Sumita Dawra, Special Secretary (Logistics), DPIIT, highlighted the collaborative development of the LEADS report and its role in bringing objectivity to the assessment of infrastructure development and process-related reforms. Notably, 23 States/UTs have aligned their State Logistics Policies with the National Logistics Policy.
The event included sessions on leveraging data and technologies to ease logistics and promoting green and sustainable logistics, emphasizing the vital role of efficient domestic logistics for national and international trade competitiveness.
